Board Resolution No. 329, Series of 2007

 

RATIONALIZED  SURVEY FEE RATE FOR THE VERIFICATION/DELINEATION OF THE REGLEMENTARY 12.50 M. ELEVATION USING TOPOGRAPHIC/TABLE SURVEY

WHEREAS, Executive Order No. 197, issued on January 13, 2000, directs all departments, bureaus, commissions, agencies, offices and instrumentalities of the National Government, including government-owned and controlled corporations, to increase their rates of fees and charges by not less than twenty percent (20%);

WHEREAS, in line with Administrative Order No. 103, Directing the Continued Adoption of Austerity Measures in the Government, and hence, conversely the generation of additional revenues to support key programs and projects in line with the LLDA’s contribution to the 10-point Agenda of the National Government;

WHEREAS, the Board of Directors has standing directives to look into the current rates of fees and charges with the end in view of rationalizing and/or updating LLDA’s fees and charges considering inflation rate and consequently increasing costs;

WHEREAS, LLDA, through its Committee on Fees and Charges which was constituted under Memorandum Order No. 2005-03 dated 11 January 2005, undertook a thorough study to determine the percentage of increase based on the actual cost of services rendered, cost of supplies and materials used including chemicals and reagents, as well as maintenance and operating cost of equipment;

WHEREAS, LLDA Board, in its regular meeting, approved the proposed increase in fees and charges presented by the said Committee in its Board Resolution No. 249 dated 2 June 2005, subject to public consultation;

WHEREAS, on 15 June 2005, the Notice of Public Consultation was published in the Manila Times and the same was posted in conspicuous places in compliance with EO 292 and to invite stakeholders to present their issues, concerns, and objections, if any, to the proposed increase;

WHEREAS, on 1 July 2005, a public consultation was conducted in LLDA Calauan Complex Conference Room, Calauan, Laguna that was attended by 127 participants;

WHEREAS, the LLDA Board Resolution No. 251, Series of 2005, Approving the Increase of Certain LLDA Fees and Charges, and was published in the Manila Times dated 20 September 2005, is the result of the previously mentioned directives, memorandums, orders and public consultations;

WHEREAS, the rationalized survey fee rate for the verification/delineation of the reglementary 12.50m. without actual survey, more technically called as topographic or table survey, was part of the approved proposal in fees and charges of the Committee on Fees and Charges.

THEREFORE, above premises considered, BE IT RESOLVED, as it is hereby RESOLVED, to approve the rationalized survey fee rate of the Authority for the verification/delineation of the reglementary 12.50 m. elevation using topographic/table survey as enumerated below:

RESOLVED FURTHER, to implement the new survey fee rate for the verification/delineation of the reglementary 12.50 m. elevation using topographic/table survey fifteen (15) days after the publication of this Resolution in a newspaper of general circulation.
