APPROVING THE NAVIGATIONAL ROUTES FOR THE FERRY SYSTEM TO BE INTRODUCED IN LAGUNA DE BAY |
|
WHEREAS, paragraph (K) of Section 4 of Republic Act No. 4850, as amended, provides that for the purpose of effectively regulating and monitoring activities in Laguna de Bay, the Authority shall have exclusive jurisdiction to issue permits for the use of the lakewaters for any projects or activities in or affecting the said lake including navigation, construction and operation of fishpens, fish enclosures, fish corrals and the like;
WHEREAS, exasperating traffic congestion is experienced in the Metropolitan Manila areas and in the provinces of Rizal and Laguna;
WHEREAS, the on-going construction activities on the expansion of the South Super Highway (Skyway), which is scheduled to be completed in 2001, add to the traffic congestion in the highway;
WHEREAS, there is a need for an alternative transport system to serve commuters especially from the provinces of Laguna and Rizal;
WHEREAS, a ferry system in Laguna de Bay as an alternative transport system is one way to ease vehicular traffic in aforesaid areas;
WHEREAS, before the ferry system is introduced in the lake, establishment of the navigational routes is necessary;
WHEREFORE, above premises considered, BE IT RESOLVED, as it is hereby RESOLVED, to approve the navigational lane for the ferry system in Laguna de Bay consisting of: a. an express lane of 500 meters wide going to Los Baños, Laguna, and then to Pagsanjan, Laguna; b. secondary lanes of 400 meters wide to provide access to other municipalities around the lake including Talim Island; c. tertiary routes of 200 meters wide leading to the landing areas in strategic municipalities; that will be connected to the existing navigational lane used by barges in transporting oil products from the Pasig River to Sucat, Muntinlupa, Metro Manila or Malaya, Pililla, Rizal, and vice versa, as indicated in the attached map; RESOLVED, FURTHER, that the technical description of the aforesaid navigational lane be incorporated in the policy guidelines to be formulated on the use of Laguna de Bay for water transportation; RESOLVED, FINALLY, that the LLDA Board of Directors may amend the alignment of the navigational lane if it is not in conformity with the results of the on-going bathymetric survey and the proposed Environmental Impact Assessment of the ferry system on the Laguna de Bay.
Ihereby certify that the LLDA Board of Directors approved Resolution No. 66, Series of 1998, in its meeting held on January 29, 1998.
