Division Chief III

Undertakes technical survey and site verification in the lake and its peripheral areas.

Prepares engineering and construction plans/documents for the projects of LLDA;

Assists in the preparation and evaluation of projects/programs of the Authority;

Lake Management Division (LMD)

Rationalizes the management and utilization of the lake fishery resources through the operationalization of the Revised Zoning and Management Plan (ZOMAP);

Conducts research geared towards formulating policies, rules and regulations for the sustainable use of the lake;

Recommends sanctions, penalties, fines and fees for any violation committed against the rules and regulations being implemented by the agency with respect to the utilization, development and protection of the lake resources.

Community Development Division (CDD)

Implements and monitors community-based socio-economic development and environmental protection projects;

Monitors developmental activities, utilization of resources and other forms of activities at the community level affecting the ecological balance of the lake and the watershed;

Serves as the linkage between sectoral groups, other organizations and agencies involve in preservation and conservation of resources in the Laguna de Bay Region;

Legal Division (LD)

Administers adjudication of pollution control cases and disputes involving legal rights in aquacultures;

Defends and prosecutes for and in behalf of the Authority, all cases in courts, quasi-judicial bodies and other administrative agencies where the LLDA is a party litigant;

Provides legal support and advise in the implementation of plans, programs and projects of the Authority;

Acts as clearing house for all legal questions, issues and problems including determination of compliance to legal requirements of all permits/issuance of the Authority.

ATTY. EDUARDO L. TORRES

Division Chief III

International and Local Cooperation Division (ILCD)

Formulates project development and prioritization guidelines and frameworks for study/project proposals for foreign funding/grant assistance;

Coordinates and/or take the lead in the identification, conceptualization/design/development and packaging of projects for foreign assistance;

Reviews and evaluates project proposals submitted by other LLDA units for foreign funding to ascertain consistency with priority thrusts, avoid duplication/redundancy and identity potential funding institutions;

Coordinates with foreign funding institutions and national oversight agencies and facilities and/or take the lead in preparing LLDA inputs for the conduct of pre-appraisal/appraisal missions for projects considered for funding by bilateral and multi-lateral funding institutions.
