ISO International Certification

In line with the need of government agencies to improve quality in their operations and service delivery in the light of the Aquino Administration’s thrust to adopt transformational leadership, the approved 2011-2016 Philippine Development Plan (PDP) cites enhancing and standardizing the quality of public service to become consistent with the requirements of the International Organization for Standardization (ISO).

ISO 9000 is a series of standards that are developed and published to define, establish, and maintain an effective quality assurance system for service-oriented sectors. ISO 9001 is one of the most widely-used management tools in promoting and enhancing private and public sector performance.

The Laguna Lake Development Authority (LLDA), with its thrust to continually uphold professionalism and stronger work commitment of its employees towards customer satisfaction and promotion of sustainable development in the Laguna de Bay region and the Development Academy of the Philippines (DAP) as member of the Technical Working Group on Advocacy and Capability-Building (TWG on ACB) of the Government Quality Management Committee (GQMC) entered into an agreement to perform the Project entitled: “Development of a Quality Management System (QMS) Certifiable to ISO 9001:2008 for the LLDA, in 2014.

The project aims to provide necessary interventions to facilitate the development of a QMS certifiable to ISO 9001:2008 for LLDA.

As of December 2014, the ISO Project Management Group (PMG) and Core Teams were able to accomplish the following activities:

  1. Orientation on ISO 9001:2008 QMS and Government Quality Management System Standards (GQMSS) for the General Employees;
  2. Training Course on ISO 9001:2006 QMS Requirements and Documentation;
  3. Seven (7) sessions for the Technical Guidance on QMS Documentation and Implementation. There will be fifteen (15) technical guidance sessions to be conducted by DAP in the documentation of the Quality Manual, Quality Procedures and Operations Manual.  The next technical session is scheduled tentatively on January 12-14, 2015.
  4. Completed the 1st Draft Quality Manual incorporating quality policy, process map and 1st Draft 6 Mandatory Procedures. Submitted to the management on December 17, 2014.

In January 2015, LLDA ISO Core Teams will start cascading the QMS to all LLDA employees. Other remaining activities include: a) Training Course on Internal Quality Audit; b) Technical Guidance on Internal Quality Audit; c) Technical Guidance on Management Review and; d) Final Gap Assessment and Readiness Review.
