Laguna Lake Development Authority (LLDA) General Manager Jaime Medina made a strong statement when he vowed to implement the full intent of the law when he formally filed a complaint at the Office of the City Prosecutor in Taguig City last March 5, 2018 against IPM Construction and Development Corporation, whose office is located in Barrio Kapitolyo in Pasig City. This was in violation of Section 4 (d) of RA 4850 as amended.

Based on the LLDA inspection conducted by LLDA Engineers Angela Aquino and Bernadette Valle last August 27, 2017, of the IPM construction site located along C-6 Road in Barangay Calzada, Taguig City, it was found that IPM had undertaken their construction project within the Laguna de Bay region without a previous clearance from the LLDA.

The Laguna Lake Development Authority (LLDA) was created by the Republic Act 4850 to promote, accelerate and carry out the development of the Laguna Lake region, with due regard for effective environmental management and empowers the LLDA to institute necessary legal proceeding against anybody who shall commence to implement or continue implementation of any project, plan or program within the Laguna de Bay region without a previous clearance from the LLDA.
