I. Kalayaan, Laguna Integrated Solid Waste Management Sub-ProjectEstablishment
of an integrated solid waste management system anchored on the
development and operation of a Category-I Disposal Facility, and
construction of access road complemented by a central MRF and
portable waste bins 1. “The Government of the Philippines (GOP) has received a Loan from the World Bank toward the cost of Laguna de bay Institutional Strengthening and Community Participation project (LISCOP), and it intends to apply part or the whole of the proceeds of this loan, together with the GOP counterparts funds, to payments under the contract for the Construction of Kalayaan Integrated Solid Waste management Sub-Project”. 2. The Kalayaan LGU now invites sealed Bids from eligible Bidders for the construction of the Kalayaan Sub-Project including, but not limited to, the construction Category-1 Disposal Facility, access road, composting facility, concrete vault, guard house, central MRF building, gate fence, waste bins, leachate pond, administration building and elevated water tank. Completion of the Works is estimated to finish in 180 calendar days. 3. Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act. Subject to exceptions stated in this Bidding Documents, only Bids from Bidders who pass an eligibility check will be opened. The Bidder with lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine its responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The Estimated Project Cost (EPC) is PHP 14,989,000.00.
4. A complete set of Bidding Documents in English may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee of P3000.00. The Bidding Documents shall be received personally by the bidder or his authorized representative from February 22 to March 27, 2007.
5. The Kalayaan LGU will hold a Pre-Bid Conference open to all Eligible Bidders on March 12, 2007 at the Municipal Hall of Kalayaan, Laguna, at 10:00 a.m.
6. Eligible Bidders must submit their Bids at the address below on or before March 27, 2007 at 10:00 a.m. All Bids must be accompanied by a Bid security in the form of Bank Guarantee equivalent to P 225,000.00 or in cash, certified / cashiers check, bank draft or irrevocable letter of credit amounting to P 150,000.00. Late Bids shall not be accepted. Bid opening shall be on March 26, 2007, 10:00 AM at the Conference Room, Kalayaan Municipal Hall. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 10:00 AM on March 26, 2007.
7. Completion of the Works is required by November 16, 2007 or for a duration of 180 calendar days. 8. Eligible Bidders must submit their Bids at the address below on or before March 27, 2007 at 10:00 a.m. All Bids must be accompanied by a Bid security in the form of Bank Guarantee equivalent to P 16,740.00 or in cash, certified / cashiers check, bank draft or irrevocable letter of credit amounting to P 11,160.00. Late Bids shall not be accepted. Bid opening shall be on March 27, 2007, 10:00 AM at the Conference Room, Liliw Municipal Hall.
