Laguna de Bay Institutional Strengthening and Community Participation Project (LISCOP)

 

 

Laguna de Bay Institutional Strengthening and Community Participation Project (LISCOP) will transform LLDA into a more effective watershed management agency through its institutional strengthening while promoting the sustainable use of environmental resources by encouraging and capacitating River Councils, Local Government Units, and Non-Government Organizations and communities to actively participate in the management and protection of the lake and its watershed.

 

In October 2002, the National Government through the Department of Finance had expressed to the World Bank its interest to pursue the loan financing for the above-referred project. This signaled the reactivation of the series of discussion aimed at finalizing the redesigned project proposal to make it responsive to the new cost sharing scheme between National Government and LGUs as well as the cost recovery mechanism where LGUs take primary role.


 

 

BACKGROUND

The Laguna de Bay Institutional Strengthening and Community Participation Project (LISCOP) is being implemented through a loan from the World Bank and grant from the Netherlands Government. A five year development initiative, LlSCOP is designed to support co-managed investments that will benefit LGUs and RCs within the Lake and its watershed and support the institutional strengthening of the LLDA, local government units, and river councils in ensuring the sustained and effective management of the Laguna de Bay.


 

 

OBJECTIVES

LlSCOP specifically aims at improving the environmental quality of the Lake through direct micro-watershed interventions and ensuring effective development governance necessary to meet the demands for a more integrated resource management to safeguard the Lake's ecological integrity.


 

Component 1:

Co-managed micro-watershed environmental interventions

Component 2:

Strengthening Institutions and Instruments

 

This component will support the implementation of demand-driven interventions designed to contribute to the overall objective of improving the environmental quality of the Laguna de Bay and its watershed.

 

The selection and prioritization of sub­projects will be based on the results of a participatory micro-watershed-based planning and sub-project identification process, referred to as the Laguna de Bay Watershed Environmental Action Planning (LEAP).

 

The identified interventions will subsequently constitute an integrated program of sub-projects that will be implemented concurrently within a micro-watershed by single or multiple LGUs, with each LGU borrowing for a sub-project component within its jurisdiction.

 

 

This consists of capability enhancement support to the LLDA, LGUs, River Councils and community groups. The enhancement of the institutional capability of the LLDA, to be carried out along three major activities, is expected to result in the improvement of the delivery of its policy-making, regulatory and developmental mandate. These activities are:

 

Activity A:

Improving Regulatory Instruments and Approaches. Improvements in the regulatory capacity of the LLDA will be undertaken through the development and implementation of a compliance program based on a combination of command and control, market-based approaches and promotion of voluntary regulation.

Activity B:

Strengthening Policy and Planning. Current policies and programs are to be reinforced and systematized.

Activity C:

Formulating a Strategy for Trunk Infrastructure that will explore leveraging LLDA regulatory revenues and other sources of financing for trunk infrastructure projects


ACCOMPLISHMENTS

 

As of this date, 12 out of 24 microwatersheds have undergone LEAP process, these are:

 

§         Pagsanjan-Lumban;

§         Bay-Calauan;

§         Muntinlupa;

§         Tanay;

§         Morong-Teresa;

§         Angono-Binangonan-Cardona;

§         Siniloan-Famy;

§         Sta. Cruz;

§         Los Baños-Mt. Makiling;

§         San Pedro (including GMA);

§         Biñan;

§         Sta. Rosa.

 

As a result of the said undertaking, 17 sub-projects were identified. 2 sub-projects, Cavinti Eco-Tourism Sub-Project and Tanay Micro-Watershed Enhancement Sub-Project, are already in the project implementation, specifically, construction phase.

 

While, seven (7) sub-projects are approved by the Policy Governing Board-Municipal Development Fund Office-DOF for project implementation and funding, these are:

§         Siniloan MRF with Composting & Buruwisan Falls Eco-Tourism

§         Majayjay Falls Eco-Tourism Development

§         Kalayaan Integrated Solid Waste Management

§         Sta. Cruz MRF with Composting & Slaughterhouse Wastewater Treatment Facility

§         Morong MRF with Composting

§         Teresa MRF with Composting

 

The remaining sub-projects are undergoing sub-project preparation and approval.

§         Cardona Materials Recovery Facility with Composting

•     Two watershed enhancement sub projects are in the construction phase namely :

a.    Tanay Microwatershed Enhancement Sub-project – 82.41% completed as of December 31, 2006.

b.    Cavinti Eco-tourism Sub-Project – 91.00% complete as of December 31, 2006

LISCOP Component 2

•    The extended contract of DHV consortium for studies leading to enhancement of LLDA’s regulatory tools and market-based instruments and improvement of policy and planning, has been completed on 15  September 2006.

•    The key outputs and recommendations from the studies were presented to the LLDA Board in November 2006.

 

Public Disclosure Program for Industries

The First Public Disclosure of industry performance was held on 28 June 2006 at the PAWB, Quezon City with tri-media coverage, to create public pressure on the industries to improve environmental performance.
