LLDA MANDATE

The Laguna Lake Development Authority was established in 1966 as a quasi-government agency that leads, promotes, and accelerates sustainable development in the Laguna de Bay Region. Regulatory and law-enforcement functions are carried out with provisions on environmental management, particularly on water quality monitoring, conservation of natural resources, and community-based natural resource management.

MEMORANDUM CIRCULAR NO. 05

Series of 2011

 

IMPLEMENTING GUIDELINES FOR THE REGISTRATION OF FISHCAGES IN THE LAGUNA DE BAY

 

In the interest of service and to effectively regulate the aquaculture structures in Laguna de Bay, the following guidelines will serve as basis in the registration of fishcages, as the case may be.

 

I. Scope and Coverage

 

Registration shall cover all fishcage structures registered in the previous year. Those who failed to renew their application to operate fishcage structure for the previous years shall only be allowed provided that their outstanding accounts including the surcharges, penalties/interest have been paid in full prior to or upon registration on the current year.

 

II. Qualification of Registrants

 

The qualification of the fishcage registrants shall be as follows:

  • Must be registered in the previous year and was able to pay in full the corresponding fishcage fee and related charges;

  • Must be without violation of the rules and regulations implementing the Revised Zoning and Management Plan (ZOMAP);

  • Must not have a pending case with the LLDA;

  • Must have an existing fishcage structure;

  • Must have the complete set of documentary requirements for registration, such as but not limited to:

a.    Duly accomplished and notarized LLDA Application form

b.    Latest Income Tax Return/Certificate of Exemption/BIR Clearance

c.    Certification from the Barangay Captain that the fishcage is located off the waters of the Barangay

d.    Receipt of previous payment

  • In case of delinquent operators, they shall only be allowed to register provided that arrears, penalties and surcharges have been paid in full on or before registration. Otherwise, they will no longer be allowed to operate and register a fishcage in Laguna de Bay

III. Schedule of Fees

 

Fishcage fee PHP 4,200.00 per hectare
Processing Fee PHP 200.00
Surcharge   5% per month of delay
Administrative Fine (if applicable) PHP5,000.00 per violation

 

IV.  Mechanism of Payment and Fee Sharing

  • Only Manager’s check, cashier’s check or cash shall be accepted

  • Payment can be made through LLDA cashier or through “online payment” (LLDA Account No. 3112-3220-05 at any Land Bank of the Philippines within the Laguna de Bay region);

By order and or strict compliance.
