Training Requirements for the Accreditation of Pollution Control Officers and Other Requirements 

In the interest of service, the role of Pollution Control Officers (PCOs) in LLDA jurisdiction, the training requirement for accreditation and other requirements are hereby prescribed as follows:

I. All training/workshop/seminars administered by government entities (DENR, DTI, PEZA, DOST, etc. ) for CO accreditation will be honored for LLDA accreditation of qualified individuals.

2. All training/workshop/seminars administered by private organizations and similar entities for the purpose of PCO accreditation will be honored for LLDA accreditation of qualified individuals provided that prior to the conduct of such training activity, the module for the proceedings has been approved by LLDA. For entities regularly conducting such training activity( ex. PCAPI, EcoIndex), LLDA approval will be valid for one(1) year provided that  there shall be no revision on the approved module.

3. All training/workshop/seminars administered  by government entities (DENR, DTI, PEZA, DOST, etc.  organizations that are related to environmental management and protection will be eligible for the four (4) – hour training requirement  for accredited object to the validation by Pollution Control Division (PCD).

4. Only individuals representing firms under the LLDA regulatory system are qualified for accreditation. All firms exempted from securing LLDA permits ( ex. Discharge Permit) are not qualified for accreditation. However, for project with valid LLDA issued Environmental Compliance Certificates (ECC's), a PCO may be accredited at the onset of the construction activity subject to review upon project completion.

To further institutionalize the training provider accreditation system for entities in item no.2, a committee is created to draft the implementing rules and regulations for such system. It shall composed of the following:

ILCD -Chairperson

Legal Division -Member

PCD -Member

CMSS -Member/Secretariat

The committee is required to come up  with the first draft IRR by September 30, 2005

All circulars, orders, and other memorandum inconsistent with these provisions are hereby revoked or amended.
