MEMORANDUM CIRCULAR No. 2006-6 , Series of 2006

Subject :

Amending Memorandum Circular No.2005-01 on the Training Requirements for the Accreditation of Pollution Control Officers and Other Requirements.

 

 

In the exigency of public service and to ensure quality control over and relevance of Pollution Control Officers training programs to the enforcement of environmental laws and regulations, and in order for LLDA to effect a closer linkage with various regulated establishments in the Laguna de Bay Region, the following amendments to aforementioned Memorandum Circular are hereby prescribed:

1. Only LLDA-administered 40-hour training/workshop/seminars shall be honored for the purpose of PCO accreditation of qualified individuals.

2. All training/workshop/seminars being administered by government entities (DENR, DTI, PEZA, DOST, etc.) and by private organizations and similar entities for the purpose of PCO accreditation shall be honored for the purpose of LLDA' s renewal of PCO accreditation of qualified individuals.

3. All training/workshop/seminars that are related to environmental management and protection being administered by government entities (DENR, DTI, PEZA, DOST, etc.) and by private organizations and similar entities shall be eligible for the four-hour training requirement for accredited PCOs.

Item 4 of aforestated Circular is hereby reiterated:

Only individuals representing firms under the LLDA regulatory system are qualified for accreditation. All firms exempted from securing LLDA permits (e.g., Discharge Permit) are not qualified for accreditation. However, for project with valid LLDA-issued Environmental Compliance Certificates (ECCs), a PCO may be accredited at the onset of the construction activity subject to review upon project completion.

All circular, orders and other memoranda inconsistent with these provisions are hereby revoked or amended.
