LLDA LOOKS INTO PANDACAN OIL SPILL

The Laguna Lake Development Authority is reviewing the environmental permit of Pilipinas Shell Petroleum Corp. after oil spilled at its depot in Pandacan, Manila, on Saturday.

The authority's preliminary investigation showed that the oil leaked from a cracked piped at the lubricating oil storage tank and spread to the production area.

The agency traced the leak to the ditch leading to the three chamber oil and water separator. The authority has deployed 30 persons to recover the spilled oil.

The agency is determining the volume of the spill, although it has recovered around nine drums of oil and water. The lube oil could be seen on the surface of the Pasig River, prompting the agency to collect water samples for laboratory analysis.

Shell was ordered to provide more spill booms to prevent the oil from dripping into the Pasig River.

The authority also required the oil company to submit an emergency response management plan and to secure the needed clearances from the agency.
