INDUSTRIES TO BE ENUMERATED BY LLDA’S “OPLAN UNIVERSE”

The Laguna Lake Development Authority launched its
“Oplan Universe” Task Force which aims to enumerate all
industries within the Laguna de Bay Region for a more
efficient and effective monitoring and regulatory
system. An orientation of newly-hired part-time
enumerators was held on 11 April 2011 at the Camelot
Hotel in Quezon City where the rationale, objectives,
techniques and strategies of the grand task of industry
enumeration were discussed.
For years, the LLDA is in search of the total number of
industries in the Laguna de Bay Region but to no avail.
With the leadership of General Manager Rodrigo Cabrera,
the urgency of this industry remuneration is now given
more importance. And since this task is a long and
tedious process and covers a wide region, Quezon
City—the biggest city in the region—shall be the first
to undergo industry enumeration.
To prepare the 14 enumerators, guidelines on identifying
which development activities need LLDA Clearance were
explained by Engr. Aloysius Capisonda. He discussed the
scope and coverage as well as the limitation and the
exemptions of the LLDA Clearance and Discharge Permit
(Environmental User Fee System).
As explained by Mr. Adelio Rico, the actual process of
enumeration shall be carried out through a census of
industries and the establishments. Quezon City shall be
dissected according to its four legislative districts,
then into barangays and further down to streets.
Enumerators are required to get the name of the firm,
its complete address, contact details and type of
business activity as well as the name of the CEO or
general manager and whether the firm has secured an LLDA
Clearance and/or Discharge Permit. Stickers with control
numbers will be posted on the establishment to identify
those that were already surveyed.
A service provider will be hired to conduct the
inventory. They will develop the survey instrument to be
used for a systematic inventory of the data that will be
gathered by the enumerators.
Towards the end of the orientation, a role-playing
activity was conducted to provide a closer glimpse of
what could happen in the actual industry enumeration.
The facilitators acted as the owners or managers of the
industries and establishments. The enumerators’ patience
and preparedness to do the task were better assessed in
this manner and a series of queries were raised and
resolved.
Oplan Universe was positively received by the Quezon
City Government through its representative, Ms. Armi
Francisco of the Environmental Protection and Waste
Management Division.
A pilot-testing of the Oplan Universe was conducted on
13 April 2011 at the 4th district of Quezon City and
full operation shall commence on 15 April 2011 and is
expected to be completed in three (3) months until June
2011.
