LLDA MANDATE

The Laguna Lake Development Authority was established in 1966 as a quasi-government agency that leads, promotes, and accelerates sustainable development in the Laguna de Bay Region. Regulatory and law-enforcement functions are carried out with provisions on environmental management, particularly on water quality monitoring, conservation of natural resources, and community-based natural resource management.

TERESA RIZAL, A MODEL FOR SOLID WASTE MANAGEMENT

Teresa Rizal, a model for solid waste management

 

The local government of Teresa, Rizal was lauded for its Integrated Solid Waste Management Facility (ISWMF) by the National Solid Waste Commission.

Gone are the years when unhygienic open dumpsites plagued the communities in Teresa, notably the open dumpsite in Barangay Dalig which has been closed in 2004.

As part of the Laguna de Bay Institutional Strengthening and Community Participation (LISCOP) project of Laguna Lake Development Authority, the municipality of Teresa began testing in 2006 for low cost approaches to waste recycling and composting.

The new materials recovery facility (MRF) established under the LISCOP is now a large and modern facility consisting of a shredder, hammer mill, building and bioreactor/windrow system.

The facility utilizes the compost to test vegetables and seedlings for growth on the sub-project site. It also produces some 150 hollow blocks and footpaths per day made out of non-biodegradable materials that are chipped into small pieces and mixed with cement and sand.

Teresa Mayor Rodel Dela Cruz is elated over the success of this project not only in cleaning the environment but also in eliciting active participation from his constituents in proper waste management and opening up new income opportunities for their town.

“We want to work closer with LLDA to develop partnerships with the industries so that our products can be used not only in Teresa but also in Metro Manila,” Mayor Dela Cruz said.

“Teresa continues to showcase what needs to be done on a larger scale, that is, the conversion of waste products into usable and income generating products,” LLDA General Manager Rod Cabrera said.

For its innovative solid waste management program, Teresa has received a special recognition from LLDA in its Public Disclosure Program for the LGUs in 2007.
