Responsible for planning, directing and controlling the economic, efficient and effective delivery of services relating to the division's areas of concern;

Provides expert advice to the General Manager and other LLDA units on planning and policy matters;

Formulates comprehensive regional development plans, programs;

Identifies, develops, and evaluates programs/projects;

Undertakes project feasibility studies;

Formulates policies, standards and guidelines for planning and programming;

Monitors and evaluates implementation of LLDA plans/ programs/ projects
